Urade & Yamagata form JNEW Join Tanzania Agricultural & Rural Development Two-Step Loan Project
A new Japanese ODA loan project 'Tanzania Agricultural & Rural Development Two-Step Loan (TSL) Project' has been awarded by Tanzania Agricultural Development Bank (TADB) to the consortium consisting of Sanyu Consultants Inc. (SCI), Japan Economic Research Institute Inc. (JERI) and Tanzania-based Match Maker Associates (MMA), for which CEO Takayuki Urade and Chief Economist Hiroo Yamagata have joined as Team Leader / TSL Management Expert and Wholesale Lending / Capacity Development Expert, respectively. The project implementation period is from June 2026 to November 2030.
On July 2, a kick-off meeting was held at the headquarters of TADB in Dar es Salaam, bringing together TADB team chaired by Mr. Mkani Waziri, Director of Planning, Advisory & Corporate Affairs and the consultant team led by Urade, with which the project has officially commenced.
Experiences of Urade as Agricultural Finance Advisor to TADB from 2022 to 2024, together with the extensive track records of SCI as the lead firm of the consortium, JERI as a JV member and MMA as the local partner, is considered to have contributed significantly to the successful award of the project. Working closely with TADB’s management and operational staff, the consultant team is expected to deliver steady results over the next 4 years toward further development of agricultural finance in Tanzania.

Consortium by SCI, Deloitte and JNEW has won a F/S on JICA’s Two-Step Loan for Nigeria
A consortium consisting of Sanyu Consultants Inc. (SCI), Deloitte Tohmatsu LLC and JNEW has won a contract bid for the feasibility study on JICA’s Two-Step Loan for the agricultural sector in Nigeria (December 2025 - July 2026).
While the agricultural sector in Nigeria accounts for 20% of its GDP and one third of the labor force, and is blessed with rich natural environment for the production, the productivity/efficiency of the sector have been limited due to the traditional production practice and the lack of relevant infrastructure. With a view to overcoming such constraints, the government is aiming at strengthening the agricultural value chains, which JICA is trying to push ahead through its Two-Step Loan scheme for supporting both funding and technical improvements.
Taking full advantage of the collaboration with SCI backed by rich experiences in agricultural ODA and Deloitte Tohmatsu great at agritech/fintech, we would like to maximize our contribution to an efficient formulation of the project.

1st JCC for the PPP Management Capacity Building Project in Mongolia
On September 18, 2025, 1st Joint Coordination Committee (JCC) for JICA’s ‘Project for Capacity Development in PPP Management for Sound Fiscal Management in Mongolia’ was held at the Ministry of Economy & Development (MED), which was attended by Takayuki Urade, CEO of JNEW, as a team member of the consultant team.
At the meeting, the consultant team reported the result of the baseline survey, which was followed by the discussion on the members of JCC and relevant working groups, third country training program, IT system development, etc.

Takayuki Urade, CEO, joins the consultant team for JICA’s project for logistics in Cambodia
Takayuki Urade, CEO, joins the consultant team for JICA’s Project for Strengthening Facilitation Capacity for Logistics Improvement in Cambodia by a JV consisting of Oriental Consultants Global Co., Ltd., PADECO Co., Ltd. and International Development Center of Japan Inc. (IDCJ), and has started the field assignment on March 31, 2025. (Overall project period: January 2024 - March 2027)
For Cambodia, with its strategically important location on Southern Economic Corridor (SEC), logistics sector is critically important for the development of its economy. JICA has supported the formulation of the Logistics Master Plan, and is expanding the support to wider scope of capacity development in planning/implementation/coordination based on quantitative data and regular monitoring, as well as in border transportation under this project since January 2024.
In addition, JICA and the Ministry of Public Works and Transport (MPWT) in Cambodia has agreed to include the 'Regional Hub Study' in this project as a basis of further economic growth, for which Urade has been invited by the consultant team in order to develop a scenario for the economic/industry development of Cambodia up to the year 2050.
Urade, with a wide variety of research/consulting experiences in global and regional financial/industry/logistics hubs (as in the advisory work to the Council for Asian Gateway Initiative under the 1st Abe administration (2006-07), financial hub studies as an economist based in Singapore (2007-09) both at Nomura Securities, Data Collection Survey for Cross-border Maritime Cooperation in South Asia (2015-16), Data Collection Survey on Transport Infrastructure Development for Regional Connectivity in and around South Asia (2013-14) both by JICA, etc.), is expected to fully contribute to this project.
